Carrie Cavanaugh, CHC, is a Director with SunHawk Consulting and is an accomplished healthcare compliance executive with over 25 years of experience leading enterprise-wide compliance, privacy, and risk mitigation programs across complex, multi state health systems. She brings deep subject matter expertise in post-acute care environments, including Rehab, Skilled Nursing Facilities, Hospice, Home Health, Durable Medical Equipment, Home Medical Equipment, and Home Infusion. Carrie is recognized for designing scalable compliance infrastructures, navigating federal and state regulatory complexities, and partnering with senior leadership to advance high quality, compliant post-acute operations.
Carrie has led compliance programs impacting more than 900+ care locations and 65,000+ team members, serving both as an enterprise compliance leader and a dedicated post-acute care subject matter expert. In her previous roles, she directed compliance officers across multiple service lines, developed and implemented standardized monitoring, auditing, and risk assessment frameworks, and partnered with senior leadership to identify and mitigate operational and regulatory risks. She has advised executives and providers on CMS requirements, coverage and billing rules, clinical documentation standards, conflicts of interest, and ethical decision-making across the continuum of care.
Her experience includes designing comprehensive risk assessment methodologies, creating enterprise-wide compliance education initiatives, and guiding organizations through complex regulatory environments, including major operational transitions and public health emergencies. She has also led enterprise privacy programs, investigations, and regulatory responses, developed risk-based staffing models, and supported compliance due diligence during mergers and acquisitions. She brings experience supporting government investigations and external audit appeals, working across legal, compliance, and operational teams to respond to inquiries, substantiate findings, and mitigate regulatory and financial risk.
